5/5/2023 – INVITATION TO SUBMIT OFFERS FOR THE APPOINTMENT OF A CONTRACTOR FOR THE CONSTRUCTION OF A SAFETY FLOOR-SAFETY TILES

AFIS SA (Leoforos Pentelis 54 & Kyprou, 3rd floor) is conducting a tender, with an invitation to submit bids for the execution of the construction project of rubber floors in primary schools of the country. The duration of the project will be from 20/6/2023 and must be completed no later than 20/9/2023.

  • 1. OBJECTIVE OF THE ASSIGNING COMPANY

AFIS SA, as part of its Corporate Social Responsibility activities, is going to commission the construction of rubber safety floors in school buildings, promoting the use of used tires.

Safety floors must meet the requirements of European Standards EN 1177:2008, EN1176-1:2017 and EN 71-3, comply with EU Regulation 1272/2013 (REACH Regulation Amendment) and carry an inspection certificate and a certificate of compliance with the corresponding standards from a recognized certification body. The AFIS SA contractor who will build the project will have ISO 9001 implementation certification.

  • 3 GENERAL TECHNICAL CHARACTERISTICS OF PROJECTS §2

The safety tiles will be 2 layers. The first layer, 30mm thick, according to the details described in §2, will consist of black granules of recycled SBR rubber with a grain size of 0.5-3.5 mm, connected together with polyurethane glue in a ratio of approximately 90% granules and 10% glue. The second (top) layer of at least 10mm thickness will consist of colored EPDM granules with a grain size of 0.5-2.5 mm, connected together with polyurethane glue in a ratio of approximately 90% granules and 10% glue. The design of the technical characteristics takes into account the need for optimal strength of the safety floor during its lifetime and not to deteriorate the upper layer (EPDM), so as not to reveal the lower SBR layer.

The upper surface of the tiles should be flat with slightly rounded edges, with water permeability, while the lower surface should be properly shaped with special grooves so that the best drainage of water is achieved. It should be ensured that the slabs are in full contact with each other at their side, so that there are no differential displacements of the slabs during the use of the floor and that the final surface of the floor is perfectly flat. This can also be achieved by using bolts in factory-made recesses in the side sections of the boards as well as by using polyurethane glue at the joints. The application of all perimeter plates on the substrate as well as selected intermediate rows will be done with polyurethane glue.

The dimensions of the safety tiles will be 50×50 cm long and wide and thick according to the table in §2.

The participant in the tender should additionally submit to the offer a price for the construction of the cast EPDM floor (price € / m2), in cases deemed necessary. Such cases may be at surface finishes that require the construction of a ramp or supplements) in order to avoid height differences between the ground surface and the safety floor.

All the above materials should be of excellent quality and specifications, without distortions and bumps. The SBR grain should be of Greek production from recycled rubber coating. The origin will be certified by a relevant certificate from the producer (mechanical granulation unit).

The construction of the safety floor is based on a proposal, with the design and colors, which is submitted and approved by AFIS. The proposal is prepared by the Contractor based on the plan of the site, the photographs, and the instructions provided by AFIS. At the completion of the project, the “AFIS” company logo is created at a point to be indicated by AFIS in such a way that it lasts over time and in use. The safety floor should have a guarantee of at least 3 years from the completion of construction.

The safety floor should have excellent resistance to time and weather conditions. During the warranty period any support will be provided by the manufacturer.

The construction materials of the safety floor must be non-toxic and do not contain substances classified as dangerous based on the EOK directive 67/548.

  • 4. RIGHT TO PARTICIPATE – METHOD OF SUBMITTING AN OFFER – DEADLINE

4.1   Natural or legal persons have the right to participate in the Competition. Participants will have to produce their own tiles using Greek SBR grit.

AFIS has the right to request additional information, which proves the solvency and reliability of the contestants.

4.2  Those who wish to submit an offer must send it by post in a sealed envelope to the offices of AFIS SA (Leoforos Pentelis 54 & Kyprou St., Vrilissia, PO Box 152 35, Attn. Katsiou) by Friday 19/5/2022 (deadline).

  • 5. OFFER CONTENT

The single sealed bid envelope must contain two separate sealed envelopes marked:

5a) Supporting documents – Technical Offer in which the offered services are described in detail, in accordance with the technical specifications of the tender as well as

  • Brief description of the company.
  • Technical description of construction.
  • Declaration signed by the organization (in the case of a natural person – sole proprietorship) or the legal representative of the company (in the case of a legal entity), which will state “The Contest Participant declares that I HAVE RECEIVED KNOWLEDGE OF THE CONTEST SPECIFICATIONS AS WELL AS THE TERMS OF USE AND PERSONAL DATA PROCESSING AND I AGREE”.
  • Certificates of conformity according to European Standards EN 1177:2008, EN 1176-1:2017 and EN 71-3 from recognized Greek Bodies.
  • ISO 9001 application certification.
  • Delivery of construction and lifetime guarantee of rubber safety floors in accordance with §3.

5b) Financial Offer (in a separate sealed envelope marked “FINANCIAL OFFER”).

Optional: The supply and installation of up to an additional six (6) floors of 80 sq.m. each for the time period 1/10/23 to 30/9/24 with the price of the offer in effect.

  • 6. OFFER VALIDITY

Bids are valid and binding on bidders for nine (90) days from the closing date for submission of bids.

  • 7. EVALUATION OF OFFERS – SELECTION CRITERIA

For the selection of the most favorable offer, only the offers that have been accepted are evaluated. Offers that are vague and not amenable to evaluation or are conditional will be rejected as unacceptable.

Offers are evaluated based on the following criteria:

  • Price70%.
  • Score based on overall proposal evaluation 30%.

The evaluation criteria are:

➢ The experience in respective projects of companies, organizations, and institutions.

➢ The possibility of implementing the project in the required time.

➢ The methodology according to the technical construction description and the way of implementing the construction.

➢ Certificates of compliance according to European Standards EN 1177:2008, EN 1176-1:2017 and EN 71-3 from recognized Greek Bodies.

➢ Application certification according to ISO 9001.

➢ Delivery of construction and lifetime warranty of rubber safety floors in accordance with §3.

  • 8. PAYMENT SERVICES PROVIDED

The CONTRACTOR’s payment will be made by deposit to his Bank Account, within 30 days from the end of the month of issue of the relevant invoices.

  • 9. PERSONAL DATA

In the context of this Competition, AFIS, as the Processor, may collect personal data of the participants, such as identity details, contact details, VAT number, details of professional activity, which are necessary for the competition. AFIS takes all the necessary measures and takes care of the legitimate and legal collection and processing of personal data as well as their safe keeping in accordance with the provisions of the General Personal Data Regulation 2016/679 (GDPR) and the more specific regulatory framework of its application , preserving the privacy and confidentiality of any information that comes to its knowledge.

Contest participants declare that they have been informed a) of the registration of their personal information, and the details of the file that they will present as part of their participation in the contest in a file that will be kept with them, b) of their processing, in accordance with provisions of the legislative and regulatory framework regarding the protection of personal data, as applicable from time to time, by AFIS and/or by third parties that cooperate with it for the conduct of the Competition, exclusively and solely for the purpose of the (Competition), as well as c ) for publicizing the result of the competition. AFIS may use the personal information to communicate with the participants in the Contest and inform them about issues related to it as well as to submit potential cooperation proposals to them. The data in question may be transmitted within the framework of the Competition and to third parties cooperating with AFIS, to the extent that this is necessary in the context of the Competition for purposes linked exclusively to the processing of the Competition, such as indicatively to lawyers, company consultants, IT managers, supervising Public Authority (Hellenic Recycling Organization EOAN). AFIS processes the personal data of the participants throughout the duration of the Competition and after its completion for the period of time defined by the applicable legal and regulatory framework.

Finally, after verifying their identity, participants have the right to access their personal data, the right to request the correction of any inaccurate personal data or their completion, as well as, if the conditions of the regulatory framework are met, to exercise the rights: deletion, restriction of processing, portability of their data, opposition to their processing, as well as ensuring human intervention in automated procedures. Furthermore, participants have the possibility to fully or partially object to the processing of their personal data for commercial information, for sending advertising material, for conducting market research or for interactive commercial communication.
